□ Background
○ The Government of Ethiopia ratified the first STI policy by the council of ministers in February 2012.
The policy envisioned to integrate science and technology with the national development agendas,
in order to realize the country’s vision of joining middle-income countries group.
○ Ethiopian government requested to STEPI for an intensive training that would enable high level
government officials of Ethiopia to discuss with Korean experts on the draft policy and strategy documents
and to get practical experience on how to utilize Policy development tools, templates, etc.
□ Program Overview
○ Program name: 2016 National High Level STI Policy and Strategy Development Workshop
○ Date: August 20th-August 27th, 2016 (Period: 8 days including arrival & departure date)
○ Location: Bishoftu Town, Ethiopia
○ Number of Participants (Total 25): High level Government officials of Ethiopian Science & Technology related
ministries
○ Scope of the Training Program: Short term intensive training program which include 7 lectures, 4 workshop
sessions, and 2 field trips.
○ Lecturers and instructors of the training program will not only be from STEPI but also from other related
organizations specializing in the field of technology transfer and commercialization, S&T policy, Feasibility
Analysis on R&D Programs and many more.
□ Specific Objectives
○ Review the draft STI policy and strategy
○ Provide practical experience on how to utilize Policy development tools, templates, etc.
○ Provide Workshops that promote practical experience and skill to Ethiopian Government officials on
how to implement STI policy and Strategy
□ Expected Outcome
○ Establish and review Ethiopia’s STI policy relevant to the current Ethiopia’s status and goal
○ Elevate participants’ level of knowledge on STI policy development tools, templates, R&D strategies etc
○ Further develop meaningful relationship between Korean scholars-Ethiopian S&T government officials and seek
for future collaborative S&T projects
