□ Background

○ Republic of Tunisia currently has a specific focus on economic development based on STI advancement. The country believes that raising the level of HRD in the field of STI, systematic technology innovation development, effective technology transfer and development will lead to national economic development.

 

○ Sponsored by the Korea International Cooperation Agency (KOICA)’s CIAT (Capacity Improvement & Advancement for Tomorrow) Program, Tunisian Ministry of Higher Education and Scientific Research (MHESR) was selected to participate in the multi-year advanced training program from 2015-2017 with STEPI acting as the implementing agency for the program.

  ○ This is the last 3rd year Program planned in Korea to gain deeper knowledge in Science, Technology & Innovation Policy and Korea’s S&T development experience.

3rd Year Program Overview

  ○ Program name:  Advanced Training on Science, Technology and Innovation Policy (Tunisia) (3rd Year)

○ Date: November 20th (mon)-December 6th (wed)                                    (Period: 17 days including arrival & departure date)

○ Location: STEPI, KAIST, KIET, ETRI, KOICA Training Center                                    (City: Seongnam, Sejong, Daejeon, Mungyeong, Suwon)

 ○ Number of Participants (Total 15): The government officials of Tunisian MHESR, relevant policy makers and stakeholders from other relevant ministries and institutes of Tunisia

  ○ Scope of the 3rd year Training Program: Short term training and education program which include 18 lectures, 2 country report session, 4 workshop sessions, and 5 field trips

  ○ Lecturers and instructors of the training program are not only be from STEPI but also from other related organizations and agencies specializing in Korean STI Policy Strategies and Planning, National STI Governance, Technology Transfer and Commercialization, Industry Innovation and many more.

 

Specific Objectives

  ○ Engage participants from Tunisia with deeper understanding and insights on topics related to National R&D policy and strategies, HRD and technology transfer.

  ○ Organize more lectures under cooperation with various Korean institutes on topics such as STI planning indicators, technology catch-up, public-private partnership, agricultural technology innovation, technology valuation and marketing etc.

  ○ Allocate field trips to relevant research institutes and technology centers in Korea to assist in Tunisia’s industrial and practical application of STI

○ Provide Brainstorming workshop/platforms that promote and assist one’s self-led STI research abilities


Expected Outcome

  ○ Establish systematic Action Plans relevant to current Tunisia’s and Tunisian MHESR’s Goals and Vision

  ○ Raise the level of knowledge on Science and Technology policy planning and technology transfer in general and strengthen the participants’ abilities to incorporate the learned lessons into practical use

  ○ Contribute to further developing Korea-Tunisia’s S&T personnel and future collaborative S&T projects
