The Science and Technology Policy Institute (hereinafter, STEPI) held a capacity building training session for seven days from December 3 to 8, this month. The training program, which was conducted with 7 researchers from Indonesian Institute of Sciences (LIPI) and 2 professors from Kathmandu University (KU), is part of K-Innovation 2018 to strengthen the capacity of LIPI and KU.
There were two major themes of Capacity Building Workshop in Korea with LIPI and KU. First of all, workshop focused on providing knowledge about the R&D Strategy Plan and experiencing practical field regarding Science and Technology Park. Second theme is under the project for Integrated Rural Development of Nepal through Strengthening Research and Development Capacity of Kathmandu University with operation of a systematic education programs.

Above capacity building workshop consists of four in-depth lectures on science and technology innovation policies, regional innovation systems, and technology commercialization, as well as five site visits ; a vivid training program through field visits. The lectures composed with a theoretical and practical intensive course designed for the Nepalese government officials and qualified practitioners looking to broaden their knowledge in the areas of Science Technology Park by participating in the practical training.

 Dr. Deok Soon Yim provided the open remarks, and Dr. Ki Kook Kim gave a welcome speech on the first day of workshop. Followed that, Dr. Sunyang Chung, professor of Konkuk University, lectured about the ‘An Introduction to Korean S&T and Innovation Policy’. Dr. Jang Jae Lee, Director of Research Institute of S&T Innovation and Strategy, KISTEP lectured about the ‘Regional (Sub-national) Innovation System in Korea – Search for Best Practice’. Dr. Jong-In Choi, professor of Hanbat University lectured about the ‘Technology Commercialization and Entrepreneurial University’. Dr. Gwang Hwi Park, the CEO of Rehoboth Business Incubator Chairman lectured about the ‘Tech Commercialization Concepts and Startup Case Studies’. Dr. Jaehoon Lee, the CEO of Gyeongbuk Technopark lectured about the ‘Roles of Science and Technology Parks for the Regional Innovations’. Dr. Jae Yong Choung, professor of KAIST, lectured about the ‘Korea’s technology catch-up and Transition’. Our invited trainees visited five STI relevant institutes, Gyeongbuk TP, Daegu TP, Daedeok Innopolis, Hanbat Incubator Center, and learned the Korean experience of R & D Strategic planning, and management on Science and Technology Park.

This invitation capacity building workshop is meaningful in that it accomplished in qualitative improvement by reflecting the suggestions from the results of satisfaction survey on former local capacity building workshop. First, we adopted to open the research presentation session on the first day of workshop, and wrap-up group discussion and presentation time on the last day of the workshop. The participants of the workshop were required to give individual formal presentations during the workshop. Few of researchers of LIPI who participated in the workshop, felt to be changed; there were less room for participation during the workshop. This additional improvement to enlarge the chance to participate in the workshop. Second, the duration of capacity building workshop has been extended to reflect the needs of invited trainees, which was the main limits of last capacity building workshop (Q7, Figure 1). We changed the duration of capacity building workshop from two days to six days.

The average score of eight survey questions with the same weight is 4.64, which shows the overall satisfaction of capacity building workshop increased than former local capacity building workshop (average = 3.77). It refers to the improvement in quality of capacity building workshop. Notably, participants of capacity building workshop with LIPI and KU agreed that the lecturer's expertise and lectures on the topic were good (average = 4.86). This time the duration of capacity building workshop extended to five days from two days, and it affected to increase the satisfaction of participants (2.50 → 3.86). Most of all, it can be positively evaluated (average = 4.71) because participants agreed that the topics covered were relevant to my institution’s needs for STI development and STP (Science and Technology Park). Many participants acknowledged that the program has influenced in changing their mind-set (average = 4.71).
This capacity building workshop was composed of various useful lectures and field visits regarding to R&D strategy plan and STP. It is expected to provide positive synergies to strengthen their own R&D capacity of KU and LIPI and to develop Cibinong Science and Technology Park.
