(Tanzania) Local Capacity Development Workshop (IV) on ‘Developing a National Technology Roadmap for Accelerated Industrialization’

In relation to the national technology roadmap (NTRM) development project, STEPI held a Local Capacity Development Workshop (IV) in Zanzibar, Tanzania, on August 20-22, 2019. This workshop was organized in line with the capacity development workshop previously held on August 21-23, 2018, October 21-26, 2018, and April 1-5, 2019. The invited Tanzanian delegation, composed of government officials, research officers and relevant experts, was mostly from the Ministry of Education, Science and Technology (MoEST), the Ministry of Agriculture, the Ministry of Mineral Resources, the Commission for Science and Technology (COSTECH), the Tanzanian Industrial Research and Development Organization (TIRDO) and the Export Processing Zones Authority (EPZA).

The Korean research team included Dr. Chi Ung Song, the Chief Director of Global Innovation Strategy Division, STEPI, Ms. So Young Cho, the researcher, STEPI, Dr. Hyun Yim, the senior research fellow, KISTEP, and Prof. Johng-Ihl Lee, SUNY Korea. During the workshop, Dr. Hyun Yim briefly re-described the definition of technology roadmap and summarized what the group had done in the previous three workshops.

 In the practical training session, the participants were divided into three groups according to the strategic industries such as cotton (Group A), agriculture (Group B), and mining (Group C), selected in the previous workshop, and then derived the strategic products/services from the sectors. As a result, the group A, chose clothes, cotton-based medical sanitary products, seed cotton and cotton lint, while the group B chose cashew nuts, cotton, maize and cloves. The group C chose gold, diamond and tanzanite as the strategic products.

From the selected strategic products above, the three groups chose a strategic product, derived key technologies and developed the technology roadmap. Group A selected cloth as the strategic product, identified a core technology and then developed a virtual technology roadmap by 2030. Group B selected cashew nuts as the strategic product, identified a core technology and then developed a virtual technology roadmap by 2030. Group C selected gold as the strategic product, identified a core technology and developed a virtual technology roadmap by 2030. Based on the findings, each group presented its technology roadmap and exchanged opinions.

Prof. Johng-Ihl Lee gave a lecture on ‘The NTRM Policy Implementation for Tanzanian Economy.’ In the previous lecture, the professor talked about the definition, purpose and methodology of NTRM. This time, he insisted that the period of accumulation and maturation, and minimum power input required over maximum static frictional force are the critical factors to implement the NTRM. He suggested, as in the case of V-KIST, Tanzania needs to find a dependable and helpful STI partner and start a collaborative program. Also it needs to establish a technology institute, research or training and then a policy institute such as the STEPI.

At the wrap-up meeting, the Tanzanian delegation agreed to form a bigger group to develop the NTRM for more strategic products/services and more industrial sectors. Mrs. Margareth Misheck Komba, the assistant director for STI of MoEST and head of the delegation, expected to continue the mutual partnership with the STEPI.
