The First Science & Technology(S&T) ODA forum provided a platform for top notch academics, government policy makers and industry professionals in the field to actively interact and exchange information about the current S&T ODA policies and existing S&T ODA projects of South Korea.

On August 7th 2014, Science Technology and Policy Institute- International Innovation Cooperation Center (STEPI-IICC) hosted “The 1st Science & Technology ODA Forum”. The Forum aimed to contribute to Korea establishing an effective, long-term S&T ODA policy by sharing S&T ODA projects carried out by different institutes. As the very first forum of this field, the forum signaled the need to cohesively gather information on current S&T ODA projects that are performed in Korea in order to effectively provide ODA to developing partner countries within the limited budget.

S&T ODA forum consisted of three speech sessions and one discussion session in the end. Speech sessions were given on topics such as “Science Technology ODA Policy Status of the South Korean government” and “Science Technology ODA Projects” carried out by Korea International Cooperation Agency (KOICA) and IICC.

Keynote Speech which was on “Science Technology ODA Policy Status” first opened the floor by highlighting the Korean government’s emphasis on effectively proceeding with ODA projects as Korea has limited budget compared to U.S.A, China and Japan. Deputy Director General Jin-Kyu Jeong noted on the new rise of demand for S&T ODA from the developing countries and asserted the importance of Private-Public Partnership in the S&T ODA field. He also referred to KOICA and urged research institutes as well as academia to knock on KOICA as a platform to bring in suggestions and new S&T ODA projects.

Next speech was on S&T ODA projects carried out by KOICA. Director Young-Ah Doh introduced KOICA as a government agency under MOFA that is responsible for grant aids and technical assistance to developing countries. She explained that KOICA’s main focus of ODA is on areas such as education, health, human rights, ICT, energy and public electronic systems. Recent S&T ODA projects that KOICA preceded are “V-KIST” project with Vietnam and “CATICTA” project with Algeria. Director Doh commented that using appropriate technology in S&T ODA will strengthen industry capacity for developing countries. 

Last speech was on S&T ODA projects carried out by STEPI-IICC. Senior Research Fellow Deok-Soon Yim introduced IICC’s ODA projects which are usually on areas such as technical cooperation policy consulting, S&T human resource development and global training workshops. Dr. Yim pointed out that the participants and the source of funding for S&T ODA projects are becoming innovative and diversified. He urged researchers and academics to take advantage of diverse sources and focus on effective ways to provide S&T ODAs to developing countries. IICC’s recent S&T policy consulting projects were on establishing “Colombian S&T Park Master Plan” and “Ethiopian S&T Park Master Plan”. 

Moreover in the discussion section, S&T ODA experts provided valuable input to the design of the future Science & Technology ODA forum to come. Active participation, fruitful discussion and joints efforts in the forum will help map out the pathway to a better Science & Technology ODA policy and effective S&T ODA projects in Korea.

The S&T ODA forum will be hosted every two–three months in the future and the 2nd Science & Technology ODA forum is scheduled on November 7th 2014.
