The Colombian Project Team of STEPI visited Colombia from 29 July to 17 August 2015 for the reporting workshop and capacity building workshop, which were held in three different cities of Bucaramanga (Piedecuesta), Cali (Palmira) and Bogota.



The visit took place as part of the project for the Establishment of Master Plan for Capacity Building of Science, Technology and Innovation Parks in Colombia that began in June 2014.



Local stakeholders from the industry, university, government, and civil society were invited to participate in the reporting workshop to share the draft of the national STI park strategy and the master plans of the STI Park that have been developed in collaboration with the project team in Korea for the past year.



The workshop was received with a high level of interest and enthusiasm for the STI Park to play a pivotal role for regional innovation and its contribution to develop the regional strategic industries. The capacity building workshop was open to public to share the Korean STI development experience, management and operation of STI parks and technology roadmapping. The project team also met with the Colombian counterparts to discuss the progress and further steps of the master plan and the project.



STI parks are perceived as a means to enhance the STI capacity of the region, to support creation of sophisticated innovation-based firms, and to foster a culture that value knowledge. STI Park can be a key STI policy tool to generate synergy by bringing together the knowledge creators (universities and R&D institutes) and the knowledge users (businesses) for socioeconomic development of the region and the country as a whole. Our Colombian counterpart team that has worked in close cooperation with the STEPI team has made remarkable achievements in the past few months. Colciencias in partnership with DNP and Ministry of Commerce, Industry and Tourism (MinCIT) has successfully included the mandate to design the STI Park strategy as article 12 of the National Development Plan. An additional announcement has been made to provide equivalent tax incentives to the tenants of the three pilot STI parks to those given to the highly innovative firms. The Colombian counterpart team will visit Korea for two weeks from September 12 to September 25, 2015 to take part in the second year of capacity building program which will focus on the management and operation of the STI parks.
