Ms. Guo Hua (right) and Ms. Li Ning (left) from Shanghai Institute of Science and Technology Management (SISTM) joined STEPI-IICC as visiting researchers from May 8 to June 5, 2016. Ms. Guo Hua, Associate Professor, and Ms. Li Ning, Research Assistant, kindly agreed to share their experience of the month-long program.

Please tell us about your institution and your specialty briefly.

Shanghai Institute of Science and Technology Management (SISTM) is a government college, as well as the training base for Shanghai science and technology system, and for State Science and Technology Ministry. We work in Shanghai Institute of Science & Technology Policy (SISTP), a division of SISTM. SISTP aims to become a science & technology think tank with high influence in China. SISTP focuses on three main research fields — innovation management, S&T talent and regional science & technology. In recent years, SISTP has undertaken more than 40 national and provincial soft science research projects, and provided suggestions for government decision-making. In addition, a regional science & technology policy research network platform has been constructed by SISTP in various forms.

Our specialty is innovation management, and the missions of it are mainly providing consultation for scientific and technological decision-making of the government, giving advice and suggestions for scientific and technological management of the government, and researching policy theories and methods. For example, we studied science & technology innovation entrepreneurship policy, high-tech enterprise development, science of science policy, science & technology think tank, high-tech park management mode and policy coordination etc.

What was your research plan before coming to Korea?

We had two research plans as follows:

First, we hope to learn the experience concerning regional innovation, industrial innovation clusters, open innovation, international cooperation and integration into global innovation networks from the development of international high tech parks, such as Daedeok Valley in Korea, to promote the improvement of regional innovation capability, the development of industrial innovation clusters, and the integration into global innovation networks in Shanghai Zhang Jiang National Innovation Demonstration Zone.

Second, we want to learn more about training system, especially, international or high-level personnel training in Korea. Now SISTP and SISTM are just at the beginning of cooperation on training and research, we hope to continue and deepen existing cooperation. We’ll mainly focus on the design, planning and organization of the training course and teaching system so as to provide some better and constructive advice and suggestion for the future cooperation between SISTP and SISTM.


Why did you choose to come to Korea and STEPI-IICC in particular? What did you expect to experience at STEPI-IICC?

Both Korea and China are friendly neighbors. The rapid and successful growth of Korean economy based on STI is obvious to all over the world. STEPI and SISTM signed a cooperation agreement last year, we are partners. Our visit and study at STEPI-IICC are wonderful and fruitful as we plan to learn the following two aspects:

1) We hope to learn on open innovation, international cooperation and integration into global innovation networks of the international high-tech parks, such as Daedeok Valley in Korea.

2) We want to learn some advanced experiences and good methods concerning training system from STEPI, especially, international or high-level personnel training programs. We also want to enhance mutual understanding to create cooperation opportunities and bring benefits to both STEPI and SISTM.


How has your experience been at STEPI-IICC?

Our visit and study at STEPI-IICC is very impressive, everyone here is friendly and helpful. Before our coming, an apartment had been rent for us and when arriving, Dr. Sung Bum Hong picked us up at the airport and took us to Sejong. Dr. Hwang Hee Cho asked us about our intention and plan. Dr. Deok Soon Yim showed us around INNOPOLIS Daedeok. Ms. Eunjoo Kim introduced experts to us and they gave us much help. Everybody here is kind and considerate; it made us feel at home. We also cherish this opportunity very much, we hope to take this chance to learn more and make more friends to enhance mutual understanding.


What was the most impressive part?

Before the visit, we only heard of Daedeok, so this time we really wanted to have an on-the-spot investigation. Dr. Yim is very busy and he tried to take time showing us around the INNOPOLIS Daedeok and introduced his friend to us, which made us to visit INNOPOLIS Daedeok twice. We saw ‘The Heart of the Creative Economy’ for Korea’s science and technology growth and the rapidly evolving innovation hub for high-tech commercialization, incorporating Korea’s science and technology capabilities into the production of world-class goods and services for the global markets. We also paid a short visit to KAIST (Korea Advanced Institute of Science and Technology) and saw its 45th anniversary show.


How STEPI helps your capability as a researcher?

We have been in STEPI-IICC for nearly one month and have known some scholars and experts in the field of science and technology policy research and talked with them. We have obtained a lot of experience and information, especially about the high tech parks and training.

1) STEPI lets us know more Korean high tech parks or valleys such as Pangyo Techno Valley, and of course, STEPI provides us more detailed information about the famous Daedeok science town, including INNOPOLIS Foundation and KAIST. Such information can help us to compare high tech parks between China and Korea, then give the suggestions to Chinese high tech parks for promoting to integrate into the global innovation cluster networks.

2) STEPI lets us learn more about STEPI-IICC Training program, including training plans, characteristics, cycles and some training program examples. The information can help us to provide advice for the training programs of our institute, especially the advice about international training programs and training programs based on special demands.
