The 12th Science and Technology ODA Forum

The 12th Science and Technology ODA Forum was held on 25th August 2017 at the Science and Technology Policy Institute in Sejong City. This time, the expert from the Korea International Cooperation Agency (KOICA) has shared their knowledge and experiences in expanding S&T ODA with the global security issue.

The forum consisted of two presentations by Director Uk Hun Lee of Chunbuk international development center and Dong Hyun Lee, Director of Climate & Environment Division. KOICA. Director Lee worked more than 20 years in the KOICA before joining the Chunbuk international development center. In particular, he led the “Iraq National Reconstruction Project” funded by KOICA after Iraq War in 2001. He shared experience of the rebuilding of sustainable governments and communities after war. Also, Dong Hyun Lee from the KOICA presented the possibility that climate change poses a significant risk to international security.

On discussion session, all participants agreed that the role of organizations and institutions should set strategically for sustainable rebuilding of community infrastructure from Iraqi case. More importantly, the social, cultural and technological aspects in the reconstruction of war-torn societies should be reflected in setting the governmental action plan. In order to set action plan for economic expansion and stability in Iraq, the Korean government invited the Iraqi governmental officials and trained them. This brought to the successful results and made strengthened networking between Iraq and Korea.

Regarding to the climate change issue, the issue of ‘security’ needs to be considered in the international development in order to promote sustainable economic and social development to the developing countries due to increasing the number of climate refugee.
